The committee considered progress on a whole-school approach to emotional and mental wellbeing in Bridgend schools, which follows a Welsh Government framework. It made four recommendations and asked for ten pieces of information, including audits of school governor vacancies and skills. It also agreed its work programme, moving two reports on free school meals and catering to 4 December and a report on additional learning needs (ALN) provision to spring 2024.
The committee considered progress on the Bridgend Youth Justice Service and its 2023-24 operational plan, and approved its Forward Work Programme. On the youth justice item, members made five recommendations, including writing to the Probation Service to ask for more support. The committee also asked for more data and for school and health representatives to be invited to future youth justice scrutiny.
It made ten recommendations to strengthen the plan, asked for eight kinds of information, and added four items to its future work programme. The plan is still a draft, and Cabinet will consider it on 20 June 2023; the committee also nominated Councillor Richard Collins as its Corporate Parenting Champion.
The committee reviewed the annual report of the Central South Consortium, a regional service that supports schools for five councils, covering 2021-22. It also considered how a new framework for school improvement supports the Curriculum for Wales, and it approved its forward work programme. The committee made recommendations and requests on funding, governor support and future monitoring.
The committee scrutinised the draft Medium Term Financial Strategy for 2023-24 to 2026-27, which sets out the Council's spending priorities and the savings it needs to find. Headteachers and members raised strong concerns about a proposed 2% cut to school budgets. The committee recommended that Cabinet reduce that cut to 1% and look at other options to make up the difference.
The Committee scrutinised Bridgend's ten-year Welsh in Education Strategic Plan (WESP), which runs from 2022 to 2032, and heard from the Cabinet Member, officers and headteachers. It made one recommendation and asked for seven pieces of further information, including on funding for the WESP Co-ordinator post. It also approved its Forward Work Programme with two additional requests for future scrutiny.
The Committee considered a report on pupil attendance, exclusions, health and safeguarding in schools, and approved its Forward Work Programme for 2022-23. On the report, it made eight recommendations and five requests to the council, including reviewing school transport pick-up times and making safeguarding training mandatory for school governors.
At its meeting on 4 July 2022 the committee approved the minutes of its January meeting and made two nominations: Councillor Tim Thomas as its Corporate Parenting Champion, and Councillor Richard Collins to the Public Service Board Scrutiny Panel. It also agreed its draft forward work programme, which sets out the topics it will examine, adding new reports on school buildings and catchment areas and setting specific points for its September meeting on pupil attendance and safeguarding.
