RESOLVED: That consideration of the application be deferred so that the Planning Committee can carry out a site visit. (Note: Councillor Mandy Hawkins advised that she is the local ward Member, however, she had no prior involvement with the application.)

RESOLVED- (a) That the Planning Committee be minded to grant planning permission, subject to the inclusion to require a ‘safe refuge’ at the first floor level. (b) That the Development and Building Control Manager be authorised to determine the application under delegation. (c) That the application be referred back to the next meeting of the Planning Committee on the basis that the resolution is contrary to Officers’ recommendation. RESOLVED: a) That the Planning Committee be minded to grant conditional planning permission, subject to S106 planning obligations to require affordable housing contributions and subject to conditions to require a ‘safe refuge’ at the first floor level, further investigation and potential remediation of ground contamination and asbestos containing materials, and biodiversity mitigation and enhancement measures. b) That the Development and Building Control Manager be authorised to determine the application under delegation.
