(Members declarations of interest in relation to this item are set out in Minute above). The Chief Officer for Economy and Planning submitted a report (COEP/68/26) providing an update on Wrexham's UK City of Culture 2029 Bid and presenting the draft ten-year Cultural Strategy 2027-2037, "O Wrecsam i'r Byd / From Wrexham to the World", for consideration by the Committee. The Lead Member for Strategic Planning and Public Protection introduced the report and advised Members that Wrexham was awaiting confirmation as to whether it had been shortlisted for the next stage of the UK City of Culture 2029 competition. It was reported that preparations were already underway for a potential judges' visit. Members were informed that, whilst the Cultural Strategy had been developed as part of the wider City of Culture process, it was intended to stand independently of the outcome of the bid and would provide a long-term framework for cultural development across the County Borough. Jacob Gough of Deryncoch who prepared the Strategy delivered a presentation outlining the following: · Community-led engagement. · What engagement prioritised. · Vision and cultural pillars. · The values. · Strategic objectives. · Six-Year 1 foundation priorities. · Delivery and accountability. Members were advised that the Strategy was community-led and focused on supporting culture, heritage, sport, creativity and wellbeing across all communities within the County Borough. The following was discussed: - · Members were advised that the ten-year Cultural Strategy would remain in place regardless of the outcome of the UK City of Culture bid and would provide a roadmap for future cultural development across Wrexham. · It was explained that a successful City of Culture bid would accelerate the delivery of the Strategy and attract additional investment but would not alter the long-term objectives set out within the document. · The Chair of the Wrexham Community and Culture Trust highlighted that the development of a long-term Cultural Strategy had previously been identified as a key recommendation arising from Wrexham's earlier City of Culture bid and would demonstrate a clear commitment to the long-term development of culture across the County Borough. · Members heard that the City of Culture bidding process had already strengthened collaboration between cultural organisations, community groups and partners across the County Borough. · A Member sought assurance that the growth and investment anticipated through the Strategy and City of Culture programme could be supported by wider planning and infrastructure arrangements. In response, it was reported that the Strategy would help inform future strategic planning and development priorities. · Support was expressed for the vision and ambitions contained within the Strategy, and Members acknowledged the considerable work undertaken by all those involved in its preparation. · A Member suggested that the Council should continue to support delivery of the Cultural Strategy through appropriate funding arrangements and recognised the benefits arising from previous investment in the sector. · Members sought confirmation that the final document would be translated into Welsh. · Officers confirmed that a Welsh-language version of the 10 year Cultural Strategy would be produced once the document had been finalised. · Members reiterated their support for Wrexham's UK City of Culture 2029 bid and wished all those involved success in the next stage of the process. AGREED:- (i) That the Committee reaffirm its support for the continued UK City of Culture 2029 bidding process. (ii) That the Committee support the Ten-Year Cultural Strategy 2027-2037 for the continued development and legacy of culture across Wrexham County Borough, subject to successful funding applications. (iii) That the Committee support the principle of appropriate funding being made available to support delivery of the Strategy throughout its lifetime, subject to future budget considerations.
