Cabinet agreed to delay the opening of Ysgol Bro Epynt, the new Welsh-medium all-age school in Builth Wells, by one year, to September 2028. It also approved the Local Development Plan annual monitoring report, noted the updated budget outlook and noted the strategic risk register.
Cabinet considered eight reports covering schools, performance, finance, housing and climate action. Its main decisions were to start the statutory process to increase capacity at Ysgol Gymraeg y Trallwng, to recommend a council tax premium on long-term empty homes to full Council, and to approve the Net Zero Annual Report for publication.
Cabinet considered the council's 2025-26 financial results and approved a new Communications Strategy. It recorded a net underspend of £1.2 million against a £367.1 million budget and noted capital spending of £63.2 million, with treasury activity kept within the approved strategy. Cabinet also approved budget transfers and received the capital and treasury management reports.
Cabinet met on 14 July 2026 to consider reports on leisure facilities, the GROW Powys Economic Strategy, school budgets and a proposed school closure. It agreed to start the formal process to close Gladestry C. in W. School, approved a consultation on moving Sennybridge C.P. School to Welsh-medium teaching, and approved a consultation on higher taxi fares.
Cabinet agreed to a public consultation on a Council Tax premium for long-term empty properties. The premium would rise in steps the longer a property stays empty. Consultation results will be reported back to Members.
Cabinet adopted a revised Farm Estate Policy for the council's rural estate and approved the Welsh Language Standards Annual Report for 2025-26. It also noted the corporate complaints report and the strategic risk register, which merges two school-related risks into one, and deferred a proposal on council tax premiums for long-term empty properties to 30 June 2026.
Cabinet approved closing the Cradoc campus of Ysgol Golwg Pen y Fan from 31 August 2026, adopted the Charter for the Rights of the River Wye, and adopted a Routemap to Net Zero. It also reviewed the council's risk appetite and its 2025-26 budget and capital forecasts. The Routemap says net zero by 2030 is not feasible on current resources, so the council keeps 2030 as its target while aiming for 2035.
Cabinet agreed to close Llandinam C.P. School from 31 August 2026 and approved the Housing Revenue Account business plan for 2026-27. Cabinet also noted the update on post-16 education, approved a debt write-off of £177,487 and agreed a food and drink business rates relief scheme.
It agreed to publish a statutory notice proposing the closure of the Cradoc campus of Ysgol Golwg Pen y Fan from 31 August 2026, and agreed to start the process to make Sennybridge C.P. Cabinet approved the GROW/TYFU Powys economic strategy and deferred the Route Map to Net Zero to its next meeting.
Cabinet met on 20 January 2026 to consider the draft 2026-27 budget, council housing rents and charges, and the school funding formula. It also endorsed steps for the Pride in Place Impact Fund and agreed a Full Business Case for a new Sennybridge Primary School building.
