The Governance and Audit Committee met on 14 July 2026 to appoint its Chairperson and Deputy, and to consider reports on the Council's self-assessment, finances, draft accounts, internal audit, Audit Wales plans and a capital planning study. The Committee chose Gavin McArthur as Chairperson and Chris Burns as Deputy, and agreed to recommend to Council the appointment of two new Independent Members and a second term for Dr Janet Wademan. The Director of Education and Lifelong Learning will attend the September meeting about three internal audit reports rated 'insufficient'.
The Governance and Audit Committee met on 24 March 2026 and received reports on the Economic Development control environment, the 2026/27 budget, the 2025/26 accounts timetable, internal audit, Audit Wales work and corporate risk. The Committee approved the Internal Audit Charter and the 2026/27 Internal Audit Plan and asked for a recommendation to go to full Council on its terms of reference. Most other reports were noted.
The Committee noted all of the reports. It asked the Chair to write to the Director of Adults, Housing and Communities about an independent review of complaint handling in the responsive repairs unit, and to the leaders of the Y Deryn pupil referral unit about an unsatisfactory internal audit.
The Committee considered control arrangements in the Adults, Housing and Communities Directorate, an Ombudsman public interest report on the Responsive Repairs Unit, the financial position, internal audit work, the National Fraud Initiative, corporate risk and treasury management. Each report was noted. The Committee asked for a follow-up report on overdue internal audit recommendations in the Directorate, and the Chief Digital Officer is to report on lessons from the Ombudsman case in the next corporate complaints update.
