Louise Harries presented the report to the Committee and provided an overview of the Committee’s previous resolutions, which included earmarking the monies held in trust towards the development of an astroturf pitch on the site of the Ysgol Henry Richard playing fields in Tregaron. She noted that the Council had submitted an application to the Sport Wales Collaboration Fund on behalf of Ysgol Henry Richard and that a grant offer of £300,000 had been received towards the estimated project cost of £750,000. The school had also applied for a Transforming Towns Grant and had been successful in securing an offer of £250,000 towards the project. It was further noted that Officers were exploring the Cymru Football Foundation as another potential source of funding. Louise Harries noted that a number of Special Terms and Conditions had to be met before the funds could be released, including project development, survey work and the submission of a planning application. These pre-construction elements were vital to enable the project to progress. It was noted that the Headteacher of Ysgol Henry Richard had requested that £40,000 of the trust monies earmarked for the development be used towards the pre-construction costs, and that the monies held by the Trust, including interest, had increased to £201,558.80. Finally, Members were reminded of the considerations to be applied, which included whether there was a realistic prospect of the scheme proceeding; whether it met the object of “the advancement of education for pre-school and school-age children in Tregaron”; whether there was sufficient information regarding the detail of the funding requested; and whether the Trust should impose any conditions on the grant. Carwyn Young, Corporate Manager – Wellbeing Centres, who had been instrumental in supporting the project, noted that the majority of funding providers stipulated that their funding must be allocated towards the construction element of the development. As such, the release of the Trust funding towards the pre-construction costs would enable the project to progress to that stage. Councillor Ifan Davies, the local Ward Member, thanked Officers for their support and emphasised the importance of the development for Tregaron. He noted that the Tregaron hockey team currently had to travel for home games and that competitive football matches for 13–14-year-olds could also be held on the artificial pitch. The pitch would also provide an all-weather surface for local football teams to train on. He noted that the recommendations provided for payments to be made in arrears and asked whether delegated authority could be given to the Chair and Vice-Chair to release funding on receipt of invoices, in order to reduce potential delays and the impact on the School’s budget. Louise Harries confirmed that this could be arranged, subject to the agreement of the Committee. Following discussion and a vote it was RESOLVED to: 1. APPROVE the payment of up to £40,000 of the trust monies held by the Trust to Ysgol Henry Richard subject to the conditions that any payments will be made in arrears on receipt of relevant copy invoices and that the money will only be used towards pre-construction costs of the development of an artificial pitch at Ysgol Henry Richard; 2. To delegate authority to the Chair, or Vice-Chair in the absence of the Chair to approve the release of the funding on receipt of the invoices; 3. To NOTE the report and progress to-date and resolve that a further update report be presented by Officers to the Charity Trustee Committee at its next available meeting.

RESOLVED that the public and press be excluded from the meeting during consideration of the following item on the grounds that it involved the likely disclosure of exempt information.
The Committee considered whether the public and press should be excluded from the meeting during consideration of the exempt Appendix 1 and 2 of the following item on the grounds that it involved the likely disclosure of exempt information, as defined in paragraphs: 12, 14 and 16 apply of Part 4 of Schedule 12A to the Local Government Act 1972 as amended by the Local Government (Access to information) (Variation) (Wales) Order 2007. The Committee considered the Public Interest Test in relation to paragraph 12: Information in relation to any individual; paragraph 14: Information relating to the financial or business affairs of any particular person (including the authority holding that information); and paragraph 16 - Information in respect of which a claim to legal professional privilege could be maintained in legal proceedings; and resolved to consider this item in private. The public and the press were excluded from the meeting during the discussion on Appendix 1 and 2 in accordance with Section 100B(2) of the Act. Following a vote it was RESOLVED that the public and press be excluded from the meeting during consideration of the following item on the grounds that it involved the likely disclosure of exempt information.
Decision as recorded
RESOLVED to: • APPROVE Officers seeking quotes for the farmhouse works detailed in Appendix B and Appendix C (excluding the electrical work referred to in Appendix C where that is covered by recommendation 3 below) of the Exempt report to Committee on the 16th January 2025 which is attached as Exempt Appendix 1 to this report. • Delegate authority to the Chair and Vice Chair in the Chair’s absence to consider and make decisions upon Officer recommended quotes following recommendation 1 above. Any decisions of the Chair and Vice-Chair will be reported to the next available Committee for noting. • APPROVE Officers accepting the quote for the electrical work detailed in Exempt Appendix 2 to this report.
Louise Harries presented the report to the Committee noting the resolution on 16 January 2025 to instruct Property Services to obtain detailed quotes upon a long list of items outlined in the exempt report, and to correspond with the tenant’s agent in relation to matters previously discussed. She noted that Property Services had now advised that it would be preferable to narrow the focus of the quotes, as many would not proceed due to lack of budget. Members questioned whether delegated authority could be given to the Chair and Vice-Chair to make decisions upon Officer recommended quotes in order to avoid the necessity to set up a Task and Finish Group to reduce potential delays. Following discussion and a vote it was RESOLVED to: • APPROVE Officers seeking quotes for the farmhouse works detailed in Appendix B and Appendix C (excluding the electrical work referred to in Appendix C where that is covered by recommendation 3 below) of the Exempt report to Committee on the 16th January 2025 which is attached as Exempt Appendix 1 to this report.
As Members did not consider it necessary to discuss the exempt appendix in the following item, the meeting remained in public session.
Decision as recorded
RESOLVED to: • APPROVE that Legal Services, on behalf of the trust, write to New Quay Town Council in accordance with the advice provided in Exempt Appendix 2 to this report. • NOTE the present position in relation to the proposed surveyor’s report referred to in this report and that a further report will be presented at the next available Committee meeting.
Louise Harries presented the report to the Committee noting that Officers had recently become aware that despite no licence being entered into, tree removal works have been undertaken by New Quay Town Council on land relating to the New Quay Library and Reading Room. She noted that Legal Services emailed a draft licence to the Town Council on 16th September 2025 which covered proposed tree removal and building demolition for consideration however no response was received. She also noted that Officers were aware that the Town Council wished to progress the demolition of the building, however due to capacity issues within the Assets team, it had been difficult to progress with a surveyor report upon the proposed lease terms, however it was hoped that this could be progressed shortly and a report brought before Committee at its next scheduled meeting in January. Following a vote it was RESOLVED to: • APPROVE that Legal Services, on behalf of the trust, write to New Quay Town Council in accordance with the advice provided in Exempt Appendix 2 to this report. • NOTE the present position in relation to the proposed surveyor’s report referred to in this report and that a further report will be presented at the next available Committee meeting.
