Councillors approved the Medium Term Financial Strategy for 2027/28 to 2031/32, a five-year financial plan that projects a budget shortfall. They agreed to re-establish a cross-party group to review committee sizes, and to keep Chair Announcements on the condition that they must be non-political. Members also heard a presentation from Rali Ceredigion and confirmed committee membership for 2026-27.
The Committee considered council finances for 2025/26 and the first quarter of 2026/27, petitions, its own self-evaluation, Public Services Board business, the self-assessment of council performance, surveillance powers, whistleblowing, rural poverty, safeguarding and its forward work programme. It agreed to note most of these reports, to recommend that Cabinet approve the 2025/26 Self-Assessment Report and a revised Welsh whistleblowing policy, and to send the rural poverty report to Cabinet for consideration.
Cabinet met on 6 October 2026 and approved new strategies and policies on cyber security, information management, retirement, adverse conditions, festive lighting and complaints. It also approved higher allowances for foster carers, and endorsed the Medium Term Financial Strategy for Council to consider on 22 October 2026. Several annual reports and scrutiny feedback were noted.
It renewed the alcohol restriction orders for Aberystwyth, Lampeter and Cardigan town centres for three years, and agreed to let the Borth beach dog order expire. It also merged two licensing committees, made several appointments, and conditionally accepted a motion opposing changes to town and community council boundaries.
The Committee reviewed the Play Sufficiency Action Plan, which sets out how the Council will make sure children have enough places to play, and noted reports on carers, Independent Reviewing Service performance, the Mid Wales Joint Committee and in-year finances. Its main decision was to agree a preferred approach to supporting Town and Community Councils with play spaces, and to recommend that Cabinet consider more grant funding. It also added items to its forward work programme.
The committee considered six reports on information risk, cyber resilience, records, digital services, customer service and the Council's finances. Members agreed to support the annual report of the Senior Information Risk Owner (SIRO) and to recommend that Cabinet approve the Cyber Resilience Strategy, the Information and Records Management Policy, the Customer Service Strategy and the latest Medium Term Financial Strategy. On the Digital Strategy, members noted progress and asked for the original Integrated Impact Assessment, a check on likely effects, to be included in Phase 2.
The committee considered seven items on 16 September 2026, including new retirement policies, an adverse conditions policy, fire safety works, complaints and information policies, and financial reports. It agreed to recommend that Cabinet approve the retirement, complaints and information policies, and gave a positive opinion on the adverse conditions policy.
The Committee looked at the Council's financial monitoring for quarter 4 of 2025/26 and quarter 1 of 2026/27 and agreed to note both reports. It also recommended that Cabinet approve a new Seasonal and Festive Lighting and Decorations Policy, subject to conditions. Members noted the Committee's forward work programme, with some items moved to new dates.
