Cyfarfu Pwyllgor Cynllunio Cyngor Caerdydd ar 16 Mawrth 2023 i ystyried tri cheisiad ar gyfer tir i'r gogledd-orllewin o gaeau chwarae Ysbyty Whitchurch, sy'n gysylltiedig â Chanolfan Ganser newydd Felindre. Mae'r cofnod yn nodi bod y Pwyllgor wedi caniatáu'r tri. Ni chymerodd y Cynghorydd Irene Humphreys ran yn y penderfyniadau oherwydd buddiant a ddatganodd.

1. Tri cheisiad ar gyfer tir i'r gogledd-orllewin o gaeau chwarae Ysbyty Whitchurch

   Caniataodd y Pwyllgor y tri cheisiad: 22/02644/DOC, 22/02231/RES a 22/02634/DOC. Yn ôl y cofnod, penderfynodd y Pwyllgor arnynt o dan ei bwerau dirprwyedig, yn unol ag argymhellion adroddiadau'r Cyfarwyddwr Cynllunio, Trafnidiaeth a'r Amgylchedd. Nid yw'r adroddiadau hynny wedi'u cynnwys yma, ac nid yw'r cofnod yn nodi unrhyw ddiwygiadau pellach.

   Pam

   Mae cais 22/02231/RES yn gofyn am gymeradwyaeth ar gyfer materion a gadwyd yn ôl, sef y cynlluniau manwl a gymeradwyir ar ôl caniatâd amlinellol, o dan ganiatâd amlinellol 17/01735/MJR. Mae'n cynnwys Canolfan Ganser newydd Felindre, parcio, tirlunio, llwybrau cerddwyr a gwaith cysylltiedig. Mae ceisiadau 22/02644/DOC a 22/02634/DOC yn ceisio datgymhwyso amodau cynllunio, sef cadarnhau bod yr amodau sydd ynghlwm wrth y caniatâd wedi'u bodloni. Maent yn ymwneud ag amod 16 (a elwir yn GIMS) ac amod 17 (a elwir yn CEMP). Mae'r cofnod yn argraffu'r trydydd rhif fel 22/026434, ond mae'r datganiadau'n ei restru fel 22/02634/DOC. Siaradodd deisebwyr ar y ceisiadau ac ymatebodd asiant yr ymgeisydd. Nid yw'r cofnod yn nodi beth ddywedodd y deisebwyr. Datganodd y Cynghorydd Irene Humphreys fuddiant rhagfarnllyd ym mhob un o'r tri, sef buddiant mor sylweddol fel bod rhaid iddi gamu o'r neilltu o'r penderfyniad, am ei bod yn eistedd ar Gyngor Iechyd Cymunedol fel cynrychiolydd y Cyngor.
