RESOLVED: The Committee AGREED to: · Views on the Updated Draft Outline Member Induction Programme 2027 (Appendix A) to be reflected in an updated version of the programme. · The proposed changes and eLearning that should be included in the ongoing development of the Induction programme. · Note the creation of an online version of the Member Development Evaluation Form (Appendix B) in Microsoft Forms. · Approve the plans for a Members Induction Programme Workshop. Receive an updated version of the Induction Programme at its next meeting.
This item provided Members with an opportunity to give direction on the updated plans for the Council’s Elected Member Induction Programme following the Local Government Elections in 2027. The Chair welcomed the Head of Democratic Services, Gary Jones, to introduce the item, and he outlined the changes that had been made since the initial draft was considered at the previous meeting. The Chair opened the floor to questions, comments and feedback from the Committee. Members had questions on the scheduling and frequency of training sessions and it was agreed that it would not be desirable to stack up too much training immediately after the Induction. Committee discussed whether Elected Members need to repeat Equality for Recruitment training to allow them to join Appointments Committees and whether this should be done at the outset of the new administration. The Officer advised that both newly elected and returning Members will be asked to repeat the training as there have been updates following changes in the legislation. This will be an online session made available to all members. Members discussed Safeguarding and Corporate Parenting training modules. The Officer advised members that modules would be looked at by the Induction Workshop and brought back to Committee on 9th November when officers would for Committee to recommend to Council that modules be made mandatory if Committee felt there was sufficient justification. Committee asked whether Elected Members need to complete Safeguarding training before joining Corporate Parenting Advisory Committee or Children and Young People’s Scrutiny Committee, or within a given timeframe. The Officer advised that Members would have an opportunity to attend before the first meeting of these committees after the Local Government Elections, but if the training becomes mandatory then Elected Members would have 6 months to complete it. Members asked whether Code of Conduct training should take place at the Induction Event while there is ‘critical mass’ of councillors and were advised that at the previous Marketplace event there was a short briefing on Code of Conduct by the Monitoring Officer to make people aware prior to signing the Acceptance of Office, and that full Code of Conduct training followed.

RESOLVED: The Committee AGREED to: · Agree the proposed options for the provision of ICT, agile working facilities and support for Elected Members following the 2027 Local Government Elections. · Approve that Apple devices are not included in the standard ICT package offered to Elected, Independent and Co-opted Members. · Confirm the provisions of ICT facilities to Independent and Co-opted Members. · Note the availability of ICT related training for Elected Members. Receive a further update on the detailed arrangements for the Member’s ICT Equipment Refresh following the Local Government Elections.
This item was to inform the Committee of the proposed options for the provision of ICT, agile working facilities and support for elected Members following the 2027 Local government elections including: · Member’s ICT requirements · The plans for the refresh of the Member’s ICT equipment and ongoing maintenance throughout the 2027 administration · ICT training. The Chair welcomed the Head of Democratic Services, Gary Jones, to introduce the item, and he outlined the results of the review. The Chair opened the floor to questions, comments and feedback from the Committee. Members were advised that the review did not include People Safe devices which would be dealt with separately at the time of the Local Government Elections. Members expressed their gratitude that officers had sought to carry out the review and learn from the experience of Elected and Co-opted Members. The Officer confirmed there was an issue with e-SIM compatibility when Members were using their smartphones in non-Council contexts. The Officer was hopeful that the new smartphones would come with a ruggedised case that would mitigate screen damage but told Members that if this was not the case officers would look to see what else they can offer Members in terms of additional protection. Committee was told that there would be some flexibility in terms of offering returning Elected Members equipment, whether they want to retain existing devices or replace them. Officers will look to offer newly elected Members standard equipment where appropriate and will seek to avoid issuing Apple devices where possible. Members asked whether a separate budget is needed for Elected Members with special needs or disabilities and were told that if there are any specific needs due to disabilities it should be possible to make suitable arrangements within existing budgets. Members questioned the high cost of some of devices including laptops and were told by the Officer that the primary reasons for this were supply issues due to the international situation and general technological cost increases. Devices need to be of a sufficiently high specification to avoid having to be replaced as it is necessary that they provide an appropriate level of performance throughout an Elected Member’s 5-year term.
