HyBont hydrogen project: decision to withdraw
Cabinet agreed to pursue Option B and withdraw from the project at this stage, because the Council could not meet the large financial commitments and the project timescale. The minute does not describe Option B. Cabinet also recommended that the Council talk with partners, including Welsh Government, to find another route forward with MEL. It delegated power to the Corporate Director Communities, after consulting the Section 151 Officer (the senior finance officer) and the Monitoring Officer, to give MEL notice of withdrawal from the Memorandum of Understanding dated 8 July 2022 (a non-binding agreement setting out how the parties will work together).
Communities, Environment and Housing Overview and Scrutiny Committee (Formerly Subject Overview & Scrutiny Committee 3). Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Call-in of Cabinet decision to withdraw from HyBont project
The Committee decided not to refer the Cabinet decision back to Cabinet for reconsideration.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
