Levelling Up Fund priority projects
Cabinet noted the update on the Levelling Up Fund and endorsed the projects officers proposed for round two. It delegated authority to the Director of Communities, with the Section 151 Officer (the council’s senior finance officer), to agree the total project costs in the applications. It agreed that future financial implications will come back to Cabinet and Council before any grant is accepted. It also agreed to receive a future report on a bid for the Ogmore constituency.

Levelling Up Fund priority projects
The Committee expressed concern about the tight timescales for Levelling Up Fund applications and for completing projects, particularly if no extension is allowed, and said the Penprysg Road bridge was at particular risk. It strongly supported work on temporary arrangements and alternative locations while the Grand Pavilion in Porthcawl is closed, with particular emphasis on not losing footfall and revenue in Porthcawl. It recommended a feasibility study into a temporary facility in Porthcawl, and proposed exploring the use of a Section 106 agreement (a planning agreement under which a developer provides benefits to the community) in the development contract to offset the closure. The Committee requested the timeframe for completing Maesteg Town Hall and what this means for Awen's revenue, and further information on any temporary facility. It also requested a briefing paper on traffic management for the Penprysg Road bridge once the project is approved, and to be involved in developing a Strategic Transport Plan for Porthcawl, to be added to its work programme.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
