Capital programme update, quarter 2 2022-23
Council noted the capital programme update to 30 September 2022, approved the revised capital programme for 2022-23 to 2031-32, and noted the prudential indicators for 2022-23.

Quarter 2 performance report 2022-23
The Committee agreed two recommendations. First, that Subject Overview and Scrutiny Committees look in detail at matters in their own areas, so that this committee uses its time well. Second, that the Task and Finish Group looking at fixed and permanent exclusions identify best practice in managing pupil behaviour. The Committee also asked for five pieces of information: how many Community Asset Transfers were completed from April to September 2022; what the £275,000 of remaining capital receipts relates to; the budget breakdown of the £9,000,000 not committed to contracts; an update on the number of and themes behind school exclusions; and an update on the Cabinet Member for Education's meeting with the Welsh Government Minister about school catering contracts and whether people taking those jobs would lose benefits.
