At its meeting on 20 October 2026, the Committee received budget reports for 2025/26 and 2026/27, the draft Annual Report 2025/26, a report on peatland, a strategy for electric vehicle charging, a licensing policy review, a taxi policy review, and a net zero progress report. It recommended that Cabinet and Council approve the Annual Report, the Licensing Policy review and the Taxi Policy. It also asked for the wider roll-out of an electric vehicle charging gully scheme to be explored and for representations on VAT to be made to UK Government.
The Place, Sustainability and Climate Change Scrutiny Committee met on 11 September 2026. It noted the quarter 1 performance report for 2026/27 and received reports on ALN learner travel and on progress with the dog breeding licensing review. It agreed to defer the Environment Act Forward Plan to January 2027.
The Committee received the Council's 2025/26 end of year performance report, which shows 51 of 64 actions and measures on target. It agreed to recommend to Cabinet a simpler off-street car parking strategy and a revised School Transport Policy for the 2027/28 school year.
At its meeting on 2 June 2026, the Committee received its annual report for 2025/26 and agreed that the Chair should write to council groups urging them to nominate members to fill three vacant seats. It endorsed its forward work plan for 2026/27, adding a flood investigation report, and received a budget monitoring report forecasting a £917,000 overspend. The meeting also agreed the list of items for its 23 July 2026 meeting.
The Place, Sustainability and Climate Change Scrutiny Committee, a group of councillors who review the Council's work, received reports on quarter 3 performance for 2025/26, air quality and planning enforcement. It referred the off-target food and trading standards measures to the Cabinet, the councillors who run the Council, asking for a detailed report, and received the other two reports.
The Committee considered the 2025/26 budget position, the draft 2026/27 revenue budget strategy, draft business plans, the draft Community Transport Strategy and the litter bin policy. It received the budget reports, the community transport strategy and the litter bin policy, and endorsed the 2026/27 business plans and the Charging Digest. Members raised concerns about school transport costs and highways sweeping, and the Leader said the budget gap would need further savings.
It also accepted an explanation for two reports that were not submitted, and agreed the list of items for its next meeting. The minutes record a recommendation to Cabinet only on the Highway Asset Management Plan.
The Committee reviewed the Council's 2024/25 Annual Report, budget reports and quarter 1 performance report, and two Environment Act forward plans. It recommended the Annual Report and both forward plans to Cabinet for approval, and approved the budget and performance reports.
The Committee considered a petition on road safety outside Hendy School, Llanelli, and five reports on equestrian access, dog breeding licensing, climate action, contaminated land and waste collection. It referred the petition to the Cabinet Member for a response, asked for a letter to Welsh Government on equestrian routes, endorsed the dog breeding review for Cabinet, and agreed to add a climate review to its work plan.
