The Planning Committee considered four planning applications. Members granted permission for four glamping pods at Bodlonfa Lodge, Rhuallt, a two-storey side extension at Hyfrydle, Llangollen, and a children's home at Wymore Villa, Rhuddlan. They also granted permission for five houses on land behind The Paddock, St Asaph, subject to a legal agreement securing a higher affordable housing payment.
Cabinet endorsed Denbighshire's Climate Change Risk Assessment, which sets out climate risks to the county's communities, services and economy. It also approved extending three North Wales memory assessment support contracts by up to one year, and noted the 2026/27 finance report, which forecasts a £704k overspend.
The Performance Scrutiny Committee met on 17 September 2026 and considered three education reports: the Curriculum for Wales in primary schools, additional learning needs (ALN) and school attendance. It agreed to ask for further reports on the curriculum and attendance in autumn 2027, and asked the Council's Executive to write to the Welsh Government about ALN funding. Members also agreed the Committee's future work programme and chose representatives for the Service Challenge groups, which review council services each year.
On 10 September 2026 the Partnerships Scrutiny Committee considered three reports on partnership and children's services and approved its forward work programme. It considered and commented on the Community Safety Partnership's 2025/26 performance and 2026/27 plans, and confirmed it had read the North Wales Regional Partnership Board's annual report and the council's plans to increase in-house foster and residential places for children. The committee also gave observations on the regional board's progress.
The Committee considered two reports from the Head of Highways and Environmental Services: the 2025/26 performance review of the waste and recycling service, and a review of charges for recycling containers. For containers, it asked officers to explore more options, including 'swap out' sites, and to give clearer financial information before any charging proposal goes to Cabinet. It also agreed its forward work programme, with some additions and a wider scope for the road maintenance review.
The Planning Committee met on 2 September 2026 to consider an application to build 59 affordable homes on land south of Ffordd Elsie, Rhyl. The minute for this meeting records no decision on the application. The officer report recommends that planning permission be granted.
The Communities Scrutiny Committee held a special meeting on 29 July 2026 to review a call-in of a decision by the Head of Housing and Communities Service to approve submitting a planning application for a permanent Gypsy and Traveller site. A call-in lets non-Cabinet councillors ask scrutiny to review a decision before it takes effect. The Committee resolved to refer the decision back to the decision maker, recommending that it be treated as a key decision for Cabinet, and recommended that Cabinet should be the decision maker on the planning application.
Cabinet approved a new Digital Strategy for 2026 to 2031 and the procurement of building works at two Rhyl High Street properties. It also approved two-year extensions for 41 supported living contracts, noted the 2026/27 budget position, and agreed in principle to additional funding for the North East Wales Archive, subject to a further report. Councillor Jason McLellan declared interests in the supported living and archive items and left the meeting for them.
