On 10 September 2026 the committee considered budget, performance and risk reports. It had no specific matters to pass to Cabinet on the 2027/28 budget plan, and it referred its comments on the 2026/27 month 4 budget monitoring reports to Cabinet. It supported the Annual Performance Report 2025/26 only on the Chair's casting vote, supported the Corporate Self-Assessment, and acknowledged the Corporate Risk Register.
The committee met on 9 September 2026 and considered reports on housing, homelessness and council performance. It supported the Annual Performance Report for 2025/26, noted the Corporate Risk Register for the first quarter, and noted the outcome of an Audit Wales review of temporary accommodation. It also noted a monthly homelessness update and authorised the Facilitator to vary the Forward Work Programme between meetings.
The Committee considered an update on the Belonging Strategy and the year-end performance report on the Council Plan 2025/26 for education-related objectives. It agreed to write to all schools backing the Belonging Strategy, approved its forward work programme as amended, and noted feedback on the performance report. Councillors also resolved to exclude the press and public for part of the meeting, and the minutes of those confidential items are not in the papers provided.
The Social & Health Care Overview & Scrutiny Committee, a group of councillors that checks the council's work, met on 16 July 2026. Members supported the final Director of Social Services' Annual Report, welcomed progress on adult services and noted progress on children's services. They also considered a safeguarding report and the council's 2025/26 performance report, and asked for several items to be added to the committee's future work programme.
The committee looked at the council's budget outlook for 2027/28, the 2025/26 year-end finances and the first budget monitoring report for 2026/27. It also considered the corporate risk register, the Council Plan year-end report, social value and a proposed Welsh name for Northop Hall. It expressed concern that the climate change risk is rated too low and supported the Welsh name Pentre-moch, and its comments on the budget papers will go to Cabinet.
The Community & Housing Overview & Scrutiny Committee met on 8 July 2026 and considered six substantive items on housing and homelessness. The minutes record that the Committee noted or supported each report, including progress on the Housing Strategy and the work programme. The minute on contract variations says any change will proceed only if it is lawful and does not disadvantage contract holders, and full consultation will come first.
The joint Education and Social and Health Care scrutiny committee met on 2 July 2026 to consider five reports: a Gwynedd child practice review and Flintshire's action plan, the expansion of specialist learning provision, an internal audit of education other than at school, a participation strategy for children and young people, and safeguarding in schools. The committee endorsed the child practice review action plan and the first phase of the specialist provision expansion, and asked for six-monthly safeguarding updates. It also noted the audit findings and the participation strategy, and endorsed continued work to strengthen safeguarding in schools.
The Committee met on 18 June 2026. It approved its Forward Work Programme, as amended, and noted progress on the Denbighshire and Flintshire joint archive project. It also noted the annual report on Young Flintshire, a group that gives young people a say in council decisions, and was updated on health and wellbeing work in schools and pre-schools.
