Scrutiny: Thriving Merthyr Tydfil. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Fly-tipping policy and enforcement changes
Members agreed to consider the draft policy and to make any recommendations to Council before the policy goes forward for formal approval. They agreed to update the wording on 'visit' in the procedure flow charts so that it is clearer what will happen, and to add information on which bodies are responsible for areas such as forestry, riverbanks and railways. They also agreed to confirm the timescale for the private landowner process. A further point, not directly linked to the policy, is to review the online reporting system so that more than one photo can be added and the mapping can be improved, possibly using what3words (a system that gives each small square of ground three words).
Full Council. Full Council sets the budget and council tax and approves major plans.
Fly-tipping policy changes
The council approved the policy changes in Appendix 2 on how fly-tipping (illegal dumping of waste) is managed on council land and private land.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
