Performance and Overview Scrutiny Committee

On 13 October 2026 the Performance and Overview Scrutiny Committee questioned officers on the Medium Term Financial Plan update, which sets a 2027/28 budget gap range of £3.0m favourable to £6.5m adverse. It also scrutinised the 2025/26 Planning Annual Performance Report and the Annual Health and Safety Report before they go to Welsh Government or a Cabinet Member decision. The minutes record no votes, and officers were asked to provide further responses on several points.

Place Scrutiny Committee

It then examined the draft Monmouthshire Road Safety Strategy 2026-2040, which aims to cut deaths and serious injuries on the county's roads, and members asked officers many questions. The minutes record no decision on the strategy, and the committee also agreed that a special meeting on school transport could be held.

Performance and Overview Scrutiny Committee

The committee scrutinised three reports: the 2026/27 financial update, the Annual Director's Report for Social Care, and the Safeguarding Annual Evaluation Report. For each, the minute records only that the report was moved after the Chair's summary. It records no other formal decision. The committee also noted the Council and Cabinet work planner and its own work programme, and confirmed earlier minutes.

County Council

The Council met on 24 September 2026 and considered several reports, motions and member questions. It approved the 2025/26 self-assessment, agreed a package of measures for potholes and highways maintenance, and accepted two motions on schools budget overspend and fines for littering and dog fouling. It rejected the proposal to appoint Councillor Angela Sandles to the South Wales Fire and Rescue Authority.

The committee scrutinised the council's 2025/26 assessment of its five enabling strategies, which score performance from 1 to 6. It also received an update on For Purpose, On Purpose, a council-wide programme of change. The minutes record no decisions on either item.

Planning Committee

The committee approved three applications, two at Swallows Nest in Coldbrook, Abergavenny, and one at Oxpool Barn, Shirenewton, with some conditions added or changed. It deferred a decision on 20 affordable homes at Wern Gifford, Pandy, to the next meeting, after members voted for refusal over drainage concerns. It also noted an appeal decision on land at Llangovan, which upheld an enforcement notice.

The Planning Committee considered three planning applications on 4 August 2026. It refused two: a second-storey extension at Min Honddu, Pandy, and a day nursery at The Old Chapel, Usk. It approved one: a bungalow on land adjacent to Ty Bach, Llandegveth.

Place Scrutiny Committee

The committee considered a petition about a driving restriction in Goldwire Lane, Monmouth, and scrutinised the revised Local Flood Risk Management Strategy.
