Future model for property services
Cabinet agreed in principle that property services should be delivered by a local authority trading company (LATCo), an arms-length company wholly owned by the council. It directed the Strategic Director for Transformation and Corporate Services, after consulting the council's statutory officers, to prepare a proposal document for a company to start in January 2026, to obtain advice, and to take preparatory steps short of registering the company at Companies House. Officers must report back to Cabinet later.

Future of property services and the Norse joint venture
Cabinet delegated authority to the Strategic Director for Transformation and Corporate to continue setting up the council-owned company (LATCo), short of registering it at Companies House. It agreed to use reserve funds for one-off transition costs and authorised a three-month extension to the Norse joint venture. It instructed a further report on the company's finances, how it meets council aims, and its social value.

Property Services: new council-owned company (LATCo)
Cabinet agreed to: delegate authority to the Strategic Director for Transformation and Corporate, with statutory officers, to set up the LATCo and register it at Companies House, including its articles of association; appoint the Deputy Leader, the Strategic Director for Transformation and Corporate, and the Strategic Director for Environment and Sustainability as its directors; delegate authority to agree the service agreement between the council and the LATCo, within established budgets; use £597,000 from the prior year underspend reserve for updated one-off transition costs, on top of £745,000 approved earlier; approve a loan from the council to the LATCo of up to £3 million, with its amount, timing, interest rate and repayment terms to be set under delegated authority; and delegate to the Head of Law and Standards and the Legal Services Manager the power to sign the documents needed.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
