Regional scrutiny committee for the Gwent Public Services Board
The committee noted the development of a regional scrutiny committee. It agreed that the terms of reference should go to full Council in February 2023 for adoption, and agreed to the terms of reference. It wished the terms of reference to say that all meetings should be offered at least as hybrid meetings on Microsoft Teams, so members from other councils can take part if they cannot travel. It also advised that the regional committee should focus on how well the overall plan works and how each partner supports local delivery.

Update on Appointments to Regional Scrutiny Committee for the Gwent Public Services Board
Agreed: The Members of the Committee agreed with the recommendations of the report. Forward Work Programme Queries around Standing Orders brought up in the previous Council meeting will be brought to the next meeting. Further updates on legislation queries raised in the meeting that took place today would be brought to the following meeting. The Chair noted that they would like the procedure of the Leaders absence in Council as it relates to Question and Answer session within Council to be brought to the next meeting.
