Cabinet noted the overall forecast, the shortfall in 2025/26 savings, the position on schools and the risks. It noted the forecast movements in reserves. It approved using the prior-year underspend reserve, using the Transformation reserve to fund Care Cubed, and a budget virement (a transfer between budget lines) for low-carbon heat in the council's buildings.
