At this meeting, Councillor Fouweather asked how many sets of traffic lights will be on the new Old Green Junction, which will replace the roundabout, including any lights on the Kingsway underpass and by the Riverfront Theatre. The Cabinet Member for Assets and Infrastructure, Councillor R Howells, replied that there will be seven sets of signals within the junction and no extra signals on the A4042 under Old Green. The minute records no decision.
Councillor Fouweather asked: How many sets of traffic lights in total will be present on the new Old Green Junction that is set to replace the roundabout - including any traffic lights on the Kingsway underpass underneath and by the Riverfront Theatre. Councillor R Howells responded: The proposed junction is classed as one signalised junction. There is already a signalised junction here, which is run part time. Within the junction, there are seven sets of signals. The existing signals by the Riverfront Theatre remain in situ and there are no additional signals on the A4042 under Old Green.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
