At this formal council meeting, Councillor Fouweather asked whether the bus lane on Newport Bridge would be removed to ease traffic. Councillor R Howells, Cabinet Member for Assets and Infrastructure (the councillor who leads that area on the council's Cabinet), replied that keeping the lane is essential for bus reliability. The minute records no decision on the question.
Councillor Fouweather asked: The bus lane on Newport Bridge causes congestion and delays to motorists. Therefore, would you consider the removal of the bus lane to ensure that traffic flows more easily. Councillor R Howells responded: Time reliability is one of the most important factors in the decision to use buses; therefore the provision of bus lanes is essential to assist the punctuality of buses. Town Bridge is an essential corridor for bus services in the city, connecting significant residential areas with the city centre and providing the primary operational access route between the bus depot and the bus stations. The Town Bridge bus lane currently operates on a part time basis (7am to 10am and 3:30pm to 6:30pm Monday to Friday) recognising the need to provide reliability for bus services during peak times. The maintenance of the bus lane is therefore essential to maintain service reliability.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
