Cabinet agreed to let Unit 1 of the Riverside Shopping Centre in Haverfordwest, the former Wilko store, to a major high street retailer. It also approved the funding for the building works and authorised a mini-competition to choose the building contractor. Cabinet considered the exempt appendices in private session.
The Committee considered a call-in, a request for scrutiny of a Cabinet decision before it takes effect, on removing the booking system at Pembrokeshire's six Waste and Recycling Centres and replacing it with number plate recognition (ANPR). Councillors raised concerns about cost, traffic surveys, data protection and the information before Cabinet. The Committee voted six to four, with one abstention, to uphold the decision.
The Planning Committee met on 6 October 2026 and considered planning application 25/0242/PA for six holiday units on land north of Cwm Plysgog, Cilgerran. Members approved the application, subject to the conditions in the officers' report and an extra archaeology condition. The vote was 12 in favour and 2 against.
At its meeting on 5 October 2026, Cabinet approved the purchase of 22 Waterloo Square, Milford Haven, from a serving councillor, approved the sale of surplus council land, and agreed to transfer Fishguard Town Hall to the town council at an undervalue. It also approved a tender for residual waste treatment, a phased end to the booking system at waste centres, a revised winter maintenance plan, and seven affordable homes at Saundersfoot. It recommended to Council that the second homes and long-term empty property premiums stay at 125% and 300%.
The Committee considered leadership development, outdoor learning, the annual Section 175 safeguarding report and artificial intelligence in schools. It recommended that Cabinet make a five-year commitment to the Pembs50 leadership programme and consider standard school platforms, and it agreed to add reading standards to its work programme.
Members noted reports on housing building maintenance, service performance data and the Property Service, and agreed that Property Service updates should come every six months. They also agreed changes to the forward work programme for November 2026 and January 2027, and noted an action log update on water quality letters.
The Committee scrutinised the final 2025-26 budget outturn and the Quarter 1 budget monitoring report for 2026-27. It endorsed the draft Annual Self-Assessment Report 2025-26 before it goes to Council, and noted reports on the Transformation and Innovation Board and the Social Partnership Annual Report. It also approved its forward work programme with three changes to timing.
The committee considered reports on children's services, the 2026/27 social care budget, social care risks, recruitment of social workers and day services, and noted each one. It also changed its forward work programme, moving two reports to November 2026 and one to January 2027.
