This is a Development of National Significance. The Welsh Ministers decide it, through Planning and Environment Decisions Wales. The council's role is to comment on it.
This application is waiting for a decision, so you can still comment. Say whether you support or object, and why, sticking to planning matters. Comments go to the council and are usually published.
Only planning matters count in a decision: things like the look of a building, traffic, noise, overlooking, loss of light, and the council's local development plan. A fall in the value of a neighbouring home doesn't count, nor does who the applicant is.
This application was named on the agenda of Planning, Taxi Licensing & Rights of Way Committee on 12 February 2026.
What the committee decided
The committee agreed that the local impact report be submitted to Planning and Environment Decisions Wales (PEDW) to help the appointed Inspector consider the application.
Application received
The council checks the application is complete and gives it a reference number.
Consultation
The council tells neighbours and others, usually with a site notice or letters. Anyone can comment, usually within 21 days.
Decision
Most applications are decided by the council's planning officers. Larger or disputed ones go to the planning committee, where councillors decide in public.
After the decision
If permission is refused, the applicant can appeal to Planning and Environment Decisions Wales. Other people can't appeal, but can comment on an appeal.
