A decision has been made, so the council is no longer taking comments. Approved, 1 December 2023.
This application was named on the agenda of Planning Committee on 30 November 2023.
What the committee decided
The committee approved plans for up to 228 homes at Leckwith Quay, subject to the applicant signing a Section 106 agreement (a legal deal that binds the developer to provide certain things) and to conditions. That agreement must provide 10% (up to 23) of the homes as affordable housing kept in perpetuity, £240,000 for education and £60,000 for off-site tree planting. The committee approved the two-storey extension at GM2 House, Plymouth Road, Penarth, subject to the conditions in the report. The committee approved 7 Sycamore Close, Llandough, Penarth, subject to a change to the position of bird boxes, and authorised an enforcement notice requiring either removal of the development or completion under the permission.

Decision
Most applications are decided by the council's planning officers. Larger or disputed ones go to the planning committee, where councillors decide in public.
After the decision
If permission is refused, the applicant can appeal to Planning and Environment Decisions Wales. Other people can't appeal, but can comment on an appeal.
