The overall plan

• The plan's vision is for Newport to be a centre of regeneration and a focus for varied economic growth, while celebrating its culture and heritage. Page 9
• The plan says most development should go on brownfield land, meaning previously developed sites, inside the settlement boundary, rather than on greenfield land. Policy SP1, page 19
• The plan sets a target of approximately 10,350 new homes over the plan period. Page 13
• The plan aims to develop the Eastern Expansion Area, focused on the former Llanwern Steelworks, as a major location for growth. Page 19

Homes

• The plan makes provision for 11,623 homes, enough to meet a housing requirement of 10,350 homes over the plan period. Extra homes are included as a safety margin in case some sites do not come forward. Policy SP10, page 28
• The plan requires affordable homes to be built on the site itself on all new housing sites of 10 or more homes. Affordable homes are homes for people whose needs are not met by the open market. Policy H4, page 74

Jobs and the economy

• The plan aims to add about 7,400 jobs in Newport over the plan period, which is a 9% increase on 2011 levels. Policy Objective 3, page 13

Countryside, nature and heritage

• In the countryside beyond the settlement boundaries, the plan only allows development where the use is suited to the countryside and respects its landscape character and wildlife. Policy SP5, page 24
• The plan keeps the Green Belt between Newport and Cardiff. Any extension that would increase a home by more than 30% of its original size will not be approved. Policy SP6, page 25
• The plan gives priority to conserving and improving the landscape in Special Landscape Areas, and development there must be designed to a high standard. Policy SP8, page 26

Transport

• The plan says the Eastern Expansion Area is to have a railway station, and is large enough to support bus services that will reach the City Centre via the Southern Distributor Road. Page 89
• The plan says that large development sites such as Glan Llyn (Llanwern) must provide a hierarchy of roads inside the site and be masterplanned to set out facilities for walking, cycling, road users and public transport. Page 92
