That the Applicant is a fit and proper person to hold such a licence. The Sub-Committee considered that there were exceptional circumstances allowing them to grant the joint licences: the circumstances surrounding the commission of the road traffic offence; the time when the offence was committed (during first lock-down) and the excellent character references.
