Response by the Cabinet Member: The press report is false and without foundation. The Marches Partnership has been set up as an informal partnership of four separate sovereign organisations with their own governance structures. There are, and never have been, any plans to create a formal, pan-authority governance structure, which would not in any event be legally possible, given the Devolution settlement that means that Wales and England now operate under separate political and legal structures.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
