At this Questions at Any Time session, a councillor asked the Cabinet Member for Learning why he had said the council overfunds primary schools and underfunds secondary schools. The Cabinet Member replied that his view rested on small school top-ups in the primary sector and on stronger primary school reserves. No decision was recorded.
Response by the Cabinet Member: Dear Cllr Gareth Thank you for your question. My statement at the Learning and Skills Scrutiny Meeting on the 19th March was based on my understanding that there is a significant amount of small school top ups required in the primary sector, as outlined in the Cabinet report regarding the proposed changes to the Schools Funding Formula. My opinion is also based on the fact that the primary school reserves are in a positive position compared to the secondary sector.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
