The Joint Overview and Scrutiny Committee (JOSC) of the Corporate Joint Committee (CJC) met on 30 July 2025.
The committee considered the report of its Regional Transport Working Group, which looked at the Regional Transport Plan for South East Wales. Members approved the group's recommendations and agreed to endorse them for the South East Wales Corporate Joint Committee, the body that brings together the region's ten councils. The committee is a joint scrutiny committee, meaning councillors from those councils check the work of that body.
The policy sets out how the regional body looks at environmental, social and governance factors in its investments. Members asked how risk scores are set, how smaller firms will be supported and how the policy will be reviewed. The minute records a resolution to consider the policy and scorecard but does not record approval of either.
It agreed a revised work programme, noted progress on the Regional Transport Plan and endorsed a proposed thematic working group on transport. Members also pre-scrutinised the timeline for the Cardiff Central station upgrade and questioned the Portfolio Holder for Infrastructure and Major Projects Delivery on bus franchising.
