Members were minded to refuse the application, against the officer recommendation, because they were of the view that the accommodation was not suitable for the change of use, and because of a lack of waste storage and a lack of parking. The matter was deferred to a later meeting for a report on the strengths and weaknesses of refusing against officer advice.
