The Council noted the business case. It approved forming a company wholly owned by the eight Welsh pension funds, to be the WPP Investment Management Company (IMCo), and the steps to apply to the Financial Conduct Authority (FCA) for its authorisation. It approved the revised WPP business plan and 2025/26 budget, including design costs for Project Snowdon. It delegated to the Deputy Section 151 Officer (the senior finance officer), after consulting the Pension Fund Committee Chair, the task of progressing Project Snowdon within the approved budget. It delegated approval of the final documents needed before the company starts work to the Pension Fund Committee.
