Redevelopment of St Helens
Cabinet noted that the December 2024 decisions have not been carried out, but that their principles still stand. All decisions depend on due diligence checks on Ospreys Rugby and Y11, and the Council may not spend more until the Section 151 Officer (the senior finance officer) is satisfied the Ospreys are financially sustainable. Cabinet approved capital funding for community improvements to St Helens, paid for from borrowing headroom (the unused space in the Council's borrowing limit), and a £300k transfer from base contingency to cover the costs linked to that borrowing. It approved a licence for the Ospreys to use the site in the 2026/27 season, subject to a further subsidy control assessment (a check that public support for a business is allowed under the rules). It approved in principle the award of a contract for the artificial grass pitch (AGP/4G), subject to checks and final sign-off. It delegated talks on each party's share of costs, and the legal documents, to the Chief Executive and other senior officers.

Redevelopment of St Helen's Stadium
Cabinet noted that the first steps taken under its March 2026 decision have started, and that work has begun on the site. Subject to a further subsidy control assessment, which checks public money given to a business, it approved committing the full £5.1m as an enhanced community facility. It also approved a 50-year lease to the Ospreys, with the freehold of the clubhouse transferred to the council as part of the lease. It delegated authority to the Head of Property and Regeneration and other senior officers to agree the lease terms and sign the related legal documents.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
