Council adopted the reviewed Petitions Scheme, with two changes. Paragraph 8.3 was replaced so that concerns about a petition go to the Presiding Member, in consultation with the Monitoring Officer and Section 151 Officer. The Chair was also given discretion to waive the threshold targets where a smaller number of people is affected. Council will also receive a future report on the size and terms of reference of a Petitions Committee.

Petitions Committee set up
Council created a nine-member Petitions Committee in line with the rules on political balance. It allocated councillors to council bodies as nominated by the political groups, naming P M Black, O G James, D H Jenkins, S E Keeton, A J O'Connor, S Pritchard, S J Rice, M S Tribe and T M White. It approved the committee's terms of reference and replaced section 10 of the Petitions Scheme, which sets out what happens at the committee.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
