Annual council budget as it affects education
The Panel noted these points. It said the budget is challenging but was reassured that the Cabinet Member and the department had carefully considered their options. It was very concerned about the continuing fall in school reserves, which it said should be kept at a good level to act as a cushion if needed. It welcomed the additional learning needs (ALN) minibus pilot. It welcomed the news that Welsh Government is likely to pay the £5 million rise in teachers' pension costs, which comes from extra funding Wales receives because of spending decisions in England. It expressed concern about the effect of Welsh Government grants that smooth out overall education spending. It welcomed the one-off payment received this year but expressed concern about the future. It noted the home-to-school transport overspend, which has happened again this year, and will monitor it. It welcomed improved provision within the county, which reduces out-of-county placements, but noted large projected savings for ALN and said these must not affect overall ALN outcomes in Swansea. It thanked the schools and the central education team.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
