Councils reported on climate and nature plans this month, including net zero reports in Carmarthenshire and Powys and nature plans in Neath Port Talbot, Caerphilly and Bridgend. Planning committees also dealt with carbon capture, flood-related and biodiversity matters.[4][14][2][12][5][1]

Every Welsh council has declared or responded to the climate emergency and has plans to cut its own emissions, from buildings, vehicles and the things it buys. Councils also manage flood risk on local rivers and streams.
The Cabinet agrees climate plans; scrutiny committees check progress.
Ask your councillors how the council is doing against its own targets, and respond to its consultations on plans.

Decided: Members granted planning permission for the expansion of the Kronospan site, subject to changes to the conditions, which are the rules attached to the permission. Condition 01, which sets the time limit for starting work, was amended to three years. A new Condition 29 requires a scheme of noise mitigation to be approved and in place before each phase is brought into use.
Decided: Permission was refused for two reasons. The first is that there is not enough parking on the site, so more cars would park on nearby streets and harm highway safety. The second is that the extra hard surface would raise the risk of surface water flooding, an existing risk near the site shown on the Flood Map for Planning.
RESOLVED (a) That the findings of the Internal Audit reviews of the Tudor Place and Cranham Park housing building projects be noted. (b) That the Cabinet Member, who held the post with responsibility for Housing at the time of the building projects, be requested to attend the next Committee meeting to inform the Committee of the extent to which they were kept informed of escalating costs and what actions were taken at the time the issues arose. (c) That the Chief Executive be requested to provide an action plan on implementation of the Internal Audit review recommendations for consideration at the next Committee meeting. (d) That a protocol/template be created and disseminated to contract managers throughout Pembrokeshire County Council for use on future projects to ensure consistency of application of contract management processes.
Decided: Councillor W Lewis was elected Presiding Officer. Councillor Ann Crimmings was appointed Leader of the Council, and Councillor K Morgan was confirmed as Leader of the Opposition.
Decided: Council appointed 14 committees for 2026-2027, each with a set number of members.
Decided: Councillor W Jones was appointed chair of Democratic Services, and Councillor J Edwards chair of Overview & Scrutiny. Council also noted that the Governance & Audit chair must be a lay person, and that the pay schedule for 2026-2027 must be sent to the Democracy and Boundary Commission Cymru by 31 July 2026.
Decided: Council appointed councillors to 15 outside bodies, including the Welsh Local Government Association, the Edward Thomas Charity and the Tower Site Liaison Committee. Council also appointed councillors to four non-executive joint committees, including the South Wales Police Crime Panel and the Cwm Taf Morgannwg Community Health Council.
Decided: Members resolved to approve the application.
Decided: Cabinet noted the forward work programme. Members noted two additions: the Medium Term Financial Strategy and Plan, and the Low Carbon Heat Grant for County Hall, both added to May.
Decided: The Committee noted the position statement. It agreed to consider whether progress is adequate, whether any governance, control or risk matters need action, and whether any performance matters should go to the scrutiny committees, which examine the Council's work.
Decided: The committee approved the application with conditions, but only once the Land Drainage Unit gives positive comments on surface water. The conditions cover matters such as materials, lighting, signs, highways, biodiversity and a construction plan that sets working hours.
Decided: The committee approved the listed building consent, with 13 conditions. The conditions cover matters such as secondary glazing, reuse of materials from the demolished section, solar panels, lighting, signs and samples of materials.
Decided: Planning permission was refused. The minute says the development does not provide a safe means of pedestrian access, so it conflicts with policy GDP1 of the Wrexham Unitary Development Plan, the council's main planning policy document.
Decided: The Committee thanked the Lead Members and officers for the report. It recommended that the Chief Officer Education and Early Intervention develop an engagement strategy so partners and communities can inform the programme's work. It recommended that the next update include key actions, timescales and milestones for each project, separate general efficiency savings from project savings, and focus on savings rated Amber or Red, the warning colours, in the budget savings tracker.
RESOLVED That in accordance with Section 100A(4) of the Local Government Act 1972, the public be excluded from the Meeting for consideration of the current item of business on the grounds that it involves the likely disclosure of exempt information under Paragraph x of Schedule 12A to the Act. The Sub-Committee then retired to undertake its considerations. The Sub-Committee then resumed in open session and the Chair announced the decision. DECISION The Sub Committee has considered the application for a variation to a premises licence to add an external consumption area to the rear of the premises. No licensable activities will be taking place in this area. The Sub-Committee has received representations from interested parties, all of whom object to the application. Their representations are similar in nature expressing concern around Prevention of Public Nuisance and Public Safety were the application to be granted. In reaching its decision, the Sub-Committee has considered the relevant parts of the Authority’s statement of licensing policy and the statutory guidance, together with all four of the Licencing Objectives. The Sub-Committee has considered this application on its merits and has carefully considered the written and spoken representations made, both in support of and written representations against the application. Whilst these representations are valid and have been considered, the Sub-Committee considers that they are perception-based rather than evidence-led. The Sub-Committee has therefore not attached as much weight to these representations as it would have done had evidence been cited. In this instance, the Licensing Objectives of the Prevention of Public Nuisance and Public Safety are an issue. There is no direct evidence of these objections. The Sub-Committee finds that the absence of representations from any of the responsible Authorities – Fire, the Police or Pollution Control, being the experts in the Licensing Objectives is highly relevant. The Sub-Committee finds that the application made and clarified by the Applicant comprehensively promotes the Licensing Objectives and therefore the application can be granted.
Decided: Members noted the Chair's overview of the site visit.
Decided: Members resolved to consider the progress reported and how it contributes to the wider aim of building a Living Landscape project across Rhondda Cynon Taf. The minute cuts off before the rest of the resolution.
Decided: The committee agreed to accept the report, support the new criteria for selecting Sites of Importance for Nature Conservation (SINCs) in Blaenau Gwent and Torfaen, and recommend that Cabinet adopt them. The committee chose option 1.
RESOLVED; That the verbal update be noted.
Decided: The Committee approved the Council's Local Impact Report for submission to Planning and Environment Decisions Wales.
Decided: The Committee approved the application for an extension to the clubhouse at Ivor Park Football Pitch to provide more changing rooms.
Decided: The Committee approved the application for a 50-space overflow car park with a connecting access road and junction improvements, and improvements to the existing car park including new disabled parking bays for electric vehicles (EV).
