Every Welsh council has declared or responded to the climate emergency and has plans to cut its own emissions, from buildings, vehicles and the things it buys. Councils also manage flood risk on local rivers and streams.
The Cabinet agrees climate plans; scrutiny committees check progress.
Ask your councillors how the council is doing against its own targets, and respond to its consultations on plans.

Decided: The committee approved application 2026/0393/S73 for land north of Garden Village. It changes condition 3 of the 2019 permission (2016/1478), so that reserved matters for the phases other than Phase 1 are due after 13 years instead of 7. The approval includes the updates reported to the meeting: amended conditions 20 and 21 and a corrected condition 24. It is subject to a revised Section 106 agreement.
Decided: Cabinet delegated to the Director of Resources the decision on whether to keep UKSPF grant funding for the revised Coastal Connections project, once the Pembrokeshire Coast National Park Authority decides the planning application. The vote was 7 for and 1 against, from Councillor Jacob Williams.
Decided: The Committee asked for the table on net tree gain to be updated to show the position at each year end, not a cumulative net gain over those years. It recommended that narrative be added where an action is marked red, such as action two on deep retrofit of buildings to create net zero carbon energy buildings.

The Chair conveyed the Sub Committee’s decision to all parties present. She also sympathised with local residents’ concerns regarding traffic and noise issues and encouraged them to utilise the appropriate complaints procedures and contact their ward councillors for support in pursuing those matters via the relevant channels. The Legal Adviser reported on the reasons for the decision as follows – The Sub Committee carefully considered the objections received from local residents and acknowledged the genuine concerns raised regarding the potential for noise disturbance, customer behaviour, customers arriving and leaving the premises and the impact of alcohol sales upon nearby residential properties. The Sub Committee noted, however, that following receipt of those objections, the Applicant substantially amended the application and accepted the mitigation measures proposed by residents. Members were encouraged by the openness of the Applicant and his willingness to engage with local members and the local community. In particular, the Applicant significantly reduced the originally requested hours, with the premises closing at 22:30 Sunday to Thursday and 23:00 on Fridays and Saturdays, with alcohol sales and live and recorded music ceasing 30 minutes before closing. The Sub Committee considered these revised hours to represent a substantial reduction from the original application. The Sub Committee were reassured by the inclusion of the condition that the sale of alcohol shall be ancillary to the use of the premises as a padel sports facility and shall not be provided to persons attending the premises solely for the purchase or consumption of alcohol. The Sub-Committee further noted that the Applicant had agreed to an extensive suite of conditions designed specifically to address the concerns raised by local residents. The Sub Committee was satisfied that these conditions directly addressed the concerns raised in relation to the prevention of public nuisance and were capable of being effectively monitored and enforced. In relation to the prevention of crime and disorder and public safety objectives, the Sub Committee noted that no evidence had been produced of any existing crime, disorder or public safety issues associated with the premises. The concerns raised were largely anticipatory in nature. Whilst the Sub-Committee recognised those concerns as sincerely held, it was not satisfied that there was sufficient evidence to conclude that the licensing objectives would be undermined if the licence were granted subject to the amended operating schedule and conditions. The Sub Committee also noted that some concerns raised by residents related to traffic, parking, vehicle movements and congestion. Whilst these concerns were acknowledged, the Sub-Committee accepted the legal advice that such matters are generally outside the scope of the Licensing Act 2003 unless there is a direct evidential link to one or more of the licensing objectives. The Sub Committee was not satisfied that such a link had been demonstrated by the evidence heard and that any matters in relation to traffic may be an issue for the landlord who owns the entire site in any event. Accordingly, the Sub Committee concluded that the grant of the premises licence, subject to the conditions contained within the amended application and operating schedule, would promote the licensing objectives and represented the appropriate, proportionate and evidence-based outcome in all the circumstances. Members were encouraged by the conversation between the Applicant and objectors that they will look to create a liaison group, if required, in order to work closely and amicably together. All parties had a right to appeal against the Licensing Sub Committee’s decision to the Magistrates’ court within twenty-one days. The meeting concluded at 3.25 pm.
