Adults & Communities Overview & Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Review of the Third Sector Major Grants scheme
The committee recommended that the council explain how the scheme's design principles fit with The Deal and the County Plan. It also recommended that key partners, such as housing associations (RSLs), Gwent Police and health bodies, be included in the review and redesign. Third, it recommended a monitoring and evaluation framework with annual review points. The committee welcomed the review and will revisit the scheme once it has run for a period.
Cabinet. The Cabinet makes most of the council's decisions.
Single grant process and major grants scheme review
Cabinet approved a single council-wide grant application process, with standard terms and conditions (Option 1, section 3.9 of the report). It approved the recommendations of the review of the Third Sector Major Grants scheme, which funds larger voluntary and community groups (section 3 of the report). It approved Option 2 for introducing the revised scheme (section 3.34), and Option 2 for one-off, ad hoc grant requests (section 3.46).
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
