Appointing a strategic development partner for regeneration
Cabinet delegated authority to the Chief Executive (until the Joint Strategic Director Economy and Place is in post), in consultation with the Executive Members for economy, skills and regeneration in both councils, to appoint Willmott Dixon by direct award (without a further competition) under the Pagabo Developer Led Framework Lot 1b, subject to final procurement and legal assurance. Cabinet also agreed to negotiate and agree all the requirements needed to set up the commercial relationship, at a cost of up to £300,000 plus VAT over 12 months.

Strategic Regeneration Programme scrutiny
The Committee made six recommendations. They asked for more detailed and regular updates on regeneration projects, clearer public information on milestones, funding and benefits, and wider engagement, including evening and weekend events. They also asked the Executive Member to hold an all-member seminar with the new development and investment partner, and for post-project evaluation to be built into the programme.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
