5.1 The TML&TS briefly read through her report whilst sharing her screen. 5.2 The Chair thanked the TML&TS and her team for their efforts during what was a difficult quarter. 5.3 The TML&TS responded to Members’ questions as follows:- · It took a lot of time and resource in communicating advice to the various sectors of the trade and there was a lot of updating to do to the website in order to signpost people there. It was impossible to account for how much time it took. Everything continued to be carried out from home so processes had to be streamlined. The best way to communicate to the trade was online but automated letters were still being sent out. There was a dedicated Covid team but a lot of the issues related to licensing. They had lost a member of the team which had a massive impact; the new person was starting in January but their induction and training would take some time. · The TML&TS managed both the Licensing and Trading Standards teams and so was forging links between the two. Trading Standards used the IDB and so when information was put on there, it was shared wider than just Torfaen. The remit of the new person starting in January also included animal health and so would be the lead officer in that field. It was a shared role across Trading Standards too in order to build resilience in dealing with animal health matters. 5.4 The Committee AGREED to note the contents of the report and appendix.

6.1 The TML&TS briefly read through her report whilst sharing her screen and after, responded to Members’ questions as follows:- · The Green Fleet pilot was available to Hackney Carriage and Private Hire drivers. The local authority (LA) issued duel licences. Some LAs issued one for each but Torfaen had always issued duel, to allow drivers to move between the two. · It was anticipated that the management company would keep records of who was driving what vehicle, and at what time. They would be the license holder and would have a duty of telling the LA who was driving and on what date should a complaint be received. 6.2 The Committee AGREED to note the contents of the report and APPROVED the deviation from Policy in relation to the livery on the vehicle that will be licensed for Hackney Carriage use as part of the Cardiff Capital Region Green Fleet Pilot scheme to be introduced across Wales.
