4.1 The Planning Consultant presented the report to Members in detail and displayed photographs and plans of the site. 4.2 Following questions from Members, Officers responded as follows: · The developer experienced financial insecurity as a result of Covid-19 which caused delays to this project. · Construction traffic would need to travel through Maes Gwyn in order to access the west side of the bridge. There would be a traffic management plan put in place to mitigate any disruption. · The wording of condition 3 & 4 within the report would be reviewed due to Member comments. · The assumption was that a temporary track would be placed for the construction traffic as a full link could not be put in place until the second bridge’s construction was completed. · This application was solely in respect of the variation of dwellings, rather than the bridge. Any comments that had been received regarding the Bridge would be included in the appropriate application and reported on in due course. 4.3 Members unanimously agreed that upon completion of a deed of variation under Section 106 of the Town and Country Planning Act, the Head of Planning and Development be authorised to grant permission subject to the conditions stated in the report.
5.1 The Planner presented the report to Members in detail and displayed photographs and plans of the site. 5.2 Following questions from Members, Officers responded as follows: · There had been a Flood Consequences Assessment undertaken on the land and the proposed changes were determined to manage any flood risk appropriately. These proposals could be seen in the application. · The floodlights on the pitch would be seen in other areas as these were 15m tall. However, these would be covered from the residential street opposite by trees and as the lights were directional and had a shroud, any spillage would be minimal. · Ecologists agreed that the amount of light spillage was acceptable. · There would be additional parking available at Llantarnam Community Primary School in addition to the 40 car park spaces already available for those who wish to use the pitch. · The pitch would be built to Football Authority Wales and Rugby Football Union standards and guidelines. The size of the pitch could be seen in the report. · The management of the pitch would not be the responsibility of the Planning Authority. 5.3 Members unanimously agreed to approve the application subject to the conditions laid out in the report.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
