Safeguarding, Communities and Wellbeing Scrutiny Committee/Crime and Disorder Scrutiny Committee

The committee heard how the council's Offender Assessment and Liaison Team (OALT) provides social care inside HMP Berwyn. It also received an update on urgent and emergency care pressures at Wrexham Maelor Hospital, noted the draft work programme and agreed the membership of the Child Poverty Task and Finish Group. The minutes record no decisions on the prison or hospital items, only thanks and requests for further information.

Employment, Business and Investment Scrutiny Committee

The committee considered an update on Wrexham's bid to be UK City of Culture 2029, a national competition that gives one city a year of cultural events, and a draft ten-year Cultural Strategy for 2027 to 2037. It agreed to reaffirm its support for the bid and to support the strategy, subject to funding. It also agreed to add a review of the new Football Museum of Wales and Wrexham Museum to its work programme.

Homes and Environment Scrutiny Committee

The Committee considered a draft Waste and Recycling Strategy 2026–2036 and agreed to support it, with two requests: more emphasis on food waste recycling, and a further recycling report in June or July 2027. It also deferred a report on the Tree and Woodland Strategy.

Lifelong Learning Scrutiny Committee

The Lifelong Learning Scrutiny Committee, a group of councillors that reviews council services, agreed its 2026/27 work programme, adding reports on the Youth Work Offer, the Estyn inspection profile and a five-year Youth Work Strategy. It then heard from the Lead Member for Education (the councillor responsible for the service), officers and a young person about the Youth Service Offer. It recommended that Community Councils be involved in developing the strategy and that officers improve awareness of and access to youth work.

Executive Board

At its meeting on 15 September 2026, the Executive Board made decisions on nine items, covering the council's annual performance report, a longer lease for Brymbo Sports and Social Complex, and the Local Development Plan delivery agreement. It also agreed to take a proposed special school for pupils with additional learning needs in Gwersyllt to statutory notice, renewed a dog control order across the county, and approved a new health and safety policy and a revised probation policy. The Board also continued its support for Wrexham's bid to be UK City of Culture 2029, and noted the council's response to a scrutiny recommendation on employee engagement.

Safeguarding, Communities and Wellbeing Scrutiny Committee/Crime and Disorder Scrutiny Committee

The committee considered three items: the relocation of the Cunliffe Day Service to Acton Resource Centre, child poverty, and its work programme. It commended officers and Lead Members on their report on the relocation and asked for more detailed reports on controversial issues in future. It agreed to reconvene its Child Poverty Task and Finish Group in October 2026 and approved its work programme, subject to one change.

Planning Committee

At its meeting on 7 September 2026, the Planning Committee refused planning permission for a McDonald's drive-through restaurant on the Tesco car park, Crescent Road, Wrexham, and for a change of a flat on Brook Street, Wrexham, into a house in multiple occupation (HMO). It deferred a decision on a sports training pavilion at Colliers Park, Gresford, and asked the applicant for more drainage information. It also noted a quarterly report on the performance of the planning service.
