One Planet Cardiff Annual Review 2025 and Green Growth Proposition
Cabinet noted the progress made on carbon reduction under the One Planet Cardiff Strategy. It approved the Green Growth Proposition on local renewable energy and home energy retrofit (upgrading buildings to use less energy). Subject to the project being in the budget Council considers in March 2026, it delegated powers to the Director of Planning, Transport and Environment, in consultation with the Section 151 Officer (the Council's chief finance officer) and others, to appoint a regulated supplier, carry out due diligence and prepare business cases for energy projects offered through Local Climate Bonds (bonds sold to raise money for climate projects). It also approved engagement with Welsh Government on an area-based domestic energy retrofit pilot scheme, and delegated power to agree details and enter agreements.
Council. Full Council sets the budget and council tax and approves major plans.
Corporate Plan 2026 to 2029
Council approved the draft Corporate Plan for 2026 to 2029. It delegated authority to the Chief Executive, in consultation with the Leader, to make minor amendments before publication by 1 April 2026. The Liberal Democrat amendment, moved by Cllr Berman and seconded by Cllr Molik, would have referred the plan back to Cabinet to add targets on school deficits, litter, bus services, performance indicators and County Hall. It was lost by 8 votes to 57, with 5 abstentions. The Conservative amendment, moved by Cllr Cowan and seconded by Cllr Lancaster, would have referred the plan back because not all targets had been set. It was lost by 15 votes to 51, with 4 abstentions. The recommendations were carried by 49 votes to 8, with 13 abstentions.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
