Interim appointments for Monitoring Officer and election roles
Council appointed Debbie Marles, Monitoring Officer of the Vale of Glamorgan Council, as Interim Monitoring Officer for Cardiff Council from 27 October 2023, until a new Director of Governance and Legal Services is in post, subject to a Service Level Agreement with the Vale of Glamorgan Council. It delegated authority to the Corporate Director Resources to conclude that agreement. Until a new director is appointed, other duties of the post will be carried out by Operational Managers in Governance and Legal Services. Council designated Jayne La Grua as Interim Deputy Monitoring Officer for the Cardiff Capital Region City Deal (CCRCD) from 27 October 2023, and as Interim Monitoring Officer for the CCRCD from 1 November 2023, subject to changes to the Legal Services agreement. It appointed the Corporate Director Resources as Interim Deputy Returning Officer and Interim Deputy Electoral Registration Officer. The vote was 64 for and 1 against (Councillor McEvoy).

Appointment of Monitoring Officer
Council noted the appointment by the Appointments Committee of Debbie Marles as Director of Governance and Legal Services, to start on or before 25 July 2024, with the exact date still to be confirmed. It designated Debbie Marles as the council's Monitoring Officer under Section 5 of the Local Government and Housing Act 1989, from the start of her employment. The recommendations were carried by 55 votes to none, with 8 abstentions.
