Core Office Strategy: new council offices
Cabinet approved the Full Business Case in principle, subject to final costs being confirmed at a future Cabinet meeting when it considers the Development Agreement. It approved the appointment of the 'Successful Bidder' to deliver the new offices. It delegated authority to the Director of Economic Development, after consulting the Cabinet Member for Investment and Development, the Section 151 Officer (the Council's chief finance officer) and the Director of Legal and Governance, to enter a pre-construction services agreement (PCSA, a contract to develop detailed designs and final costs) and to negotiate a Development Agreement, which a future Cabinet meeting will approve. It authorised the City Hall Phase 2 works within the capital budget set out in the report. It delegated the procurement of a contractor for City Hall Phase 3 to the same officers, with the final appointment and budget to go to a future Cabinet meeting, no earlier than the budget-setting report.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
