Council. Full Council sets the budget and council tax and approves major plans.

Council approved the revised Cardiff Code of Corporate Governance, as set out in Appendix A. It asked the Monitoring Officer, the senior officer who checks that the council acts lawfully, to update Part 5 of the Constitution, the council's rulebook, to match. It also gave the Monitoring Officer, after consulting the Section 151 Officer (the senior finance officer) and the Chair of the Governance and Audit Committee, power to make minor changes to the code to reflect changes in law or best practice.
