Motion on economic chaos and a cost of living emergency
The Council carried an amended motion. It deplores the economic chaos caused by Brexit and the Chancellor's September 'mini-budget'. It declares a cost of living emergency, promotes the support the Council and partners offer, condemns the UK Government's handling of the economy and calls on the Prime Minister and Chancellor to fund public services properly. It also supports the principle that those most able to pay should bear the greatest burden, and asks Cabinet for regular updates on the impact of the cost of living crisis.

Notice of Motion 1: Welsh men's football team World Cup qualification
The minute records that an amendment from Councillor Michael, seconded by Councillor Bridgman, was carried. The minute then records that the substantive motion as amended was carried. The amended motion congratulates the men's team on qualifying for the World Cup and celebrates growth in the women's game. It thanks the team for promoting the Welsh language and culture, and notes health benefits of team sport. It recognises community work of sports clubs during and after Covid lockdowns, and recognises the financial strain on clubs during lockdowns. It recognises that pitches and facilities are critical to the Stronger, Fairer, Greener agenda. It celebrates ten years of free access for junior and mini football clubs, introduced by the Heather Joyce administration. It welcomes sustained investment in pitches, 3G pitches and changing rooms, and the new city-wide physical activity strategy. The amended motion does not include the original proposal to extend free pitch and changing room use to all football teams for one year.

St David's Hall: future ownership and management
The carried motion asks Cabinet to give due consideration, before deciding on the Hall's ownership or management, to a business case showing benefit to Cardiff and the wider nation, and to safeguards for the Hall's classical and cultural output, its community events and its acoustics. It notes that consultation will take place through the Budget process and that other public funding is unlikely, but asks Cabinet to consider any alternative public sources. If Cabinet still proposes a change, the motion notes that Cabinet will take technical advice on the process, and that its decision will go through the usual scrutiny process.

Possible congestion charge for Cardiff
The Council carried the motion as amended by the second amendment. The amended motion notes the damaging effect of congestion on the city's economy, residents, businesses and tourism. It endorses the Cabinet's steps to start public engagement on what a Road User Payment scheme could look like, asks the Cabinet to keep engagement wide, and asks the Cabinet to bring the matter back to Council at appropriate points. The first amendment, which would have required a referendum before any charge was considered, was lost. The original motion, which called on the Cabinet to rule out a congestion charge, was not adopted as proposed.

Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
