Economy & Culture Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Ely Youth Zone: a new youth centre with OnSide
The committee agreed that the Chair would write to the Cabinet Member with its observations and recommendations on the way forward. The minute records no decision on the report itself.
Cabinet. The Cabinet makes most of the council's decisions.
Ely Youth Zone
Cabinet agreed in principle to start procurement for the Ely Youth Zone, subject to full acquisition of the preferred site and the budget in Confidential Appendix 1. It delegated authority to the Director of Economic Development, with the Cabinet Member for Investment and Development, the Section 151 Officer and the Monitoring Officer, to procure a developer within the financial envelope. Once the site is assembled, Cabinet agreed to grant the OnSide charity a 125-year lease of the council-owned site at a peppercorn rent (a nominal rent). Cabinet committed to a grant agreement with OnSide for the council's revenue contribution for the first seven years. It agreed to develop a utilisation plan with OnSide, particularly for off-peak times during school hours.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
