Children and Young People Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Specialist places for children with additional learning needs (phase 1)
The Committee agreed that the Chair should write to the Cabinet Member with the Committee's comments and observations before Cabinet considers the item on 18 December 2025. The minute records no decision on the proposal itself.

Specialist places for children with additional learning needs: Phase 1
Cabinet noted the update on demand for specialist additional learning needs (ALN) places. It authorised officers to consult on the proposals. Before decisions and Ministerial approval, it delegated authority to the Director of Education & Lifelong Learning to start design, procurement and refurbishment work so that places can open in 2026/27, and to develop designs for schemes that will start later. Officers will bring a consultation outcome report to a future meeting to decide whether to publish proposals under section 48 of the School Standards and Organisation (Wales) Act 2013.

Expanding specialist additional learning needs provision: Phase 1
Cabinet noted the outcome of the public consultation. It delegated authority to the Director of Education & Lifelong Learning, in consultation with the Cabinet Member for Education, to publish proposals under section 48 of The Schools Standards and Organisation (Wales) Act 2013. It asked for a further report on any objections, the response to them, and recommendations on whether to implement the proposals. It also delegated authority to appoint multi-disciplinary services, meaning teams drawn from several professions, to design possible later phases before officers consult on preferred proposals.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
