Settling landfill tax dispute with HMRC
Cabinet resolved to recommend that Council note the agreement reached in principle with HMRC and ratify the decision to complete a formal settlement agreement. It recommended that the final terms be agreed by the Chief Executive, in consultation with the Section 151 Officer (the council's senior finance officer), the Monitoring Officer (who checks legality), the Leader and the Cabinet Member for Finance, Modernisation and Performance. It recommended that Council amend the 2024/25 budget and include the spending in the Capital Strategy. It noted that a Capitalisation Direction, which is government permission to treat certain spending as capital, is available to support the financial strategy, subject to Council agreement. It also noted that the Council will pursue all options to recover the outstanding landfill tax debt, and recommended that the medium-term budget effects be built into the Medium-Term Financial Plan at the next budget update in February or March 2025.

Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
